1946年(第1届)至1949年(第4届)在捷克斯洛伐克的马里安温泉举行。 1950年(第5届)起改在疗养地卡罗维发利举行。1958年以前，除1953年和1955年未举行外，每年举行一次。1959年苏联创办莫斯科国际电影节后，为了与之交替举行,便改为两年一次,在6～7月之间举行，为期两周。电影节的主要目的是为和平、为人类幸福、为各国自由而斗争，同不道德的影片作斗争。1948年起正式授奖。最高奖为“水晶地球仪”（分为大奖和主要奖），其次有评委会特别奖、“利迪策玫瑰奖”。此外，还有导演奖、男女演员奖，编剧奖、摄影奖、荣誉奖、世界进步奖、为新人斗争奖、自由斗争奖、国际友谊奖等。

电影节概述:入选影片最迟在5月底接到通知。、
主竞赛单元影片必须是2009年1月1日之后完成的35mm电影，并且此前没有在任何国际电影节参加过竞赛，必须是在本电影节进行全球，国际或欧洲首映。
2、纪录片竞赛单元：长片短片均可。
3、东部电影竞赛单元（East of the West - Films）仅面向东欧及前苏联国家的影片。
4、独立电影论坛：面向全球独立电影。（含竞赛）

Official Selection - Competition of Feature Films
Only 35mm films made after the January 1, 2009 which have not been previously shown in an international competition of another film festival can be included; the films must be presented as World, International or European Premieres
Documentary Films in Competition
Both short and full length
East of the West - Films in Competition
Feature-length films from Eastern Europe and the former Soviet Union
Forum of Independents
Independent films from around the world compete for Independent Camera Award

Horizons (the recent productions from around the world, including festival highlights and award-winners from other festivals)
Another View (films revealing unusual artistic approaches)
Variety Critics´ Choice (ten European films selected by the critics of the Variety magazine - please kindly note that it is not possible to apply for this section)
